Shopping Trolleys

Shoppers who walk to supermarkets are faced with the challenge of getting their shopping home.

 Some supermarkets double cross their walking shoppers by locking their trolleys beyond the Cash Register leaving pedestrians to deal with a load of shopping.

 Other supermarkets allow shoppers to take the trolleys further afield but are tardy in the collection of these trolleys. 

Inner West Council is proposing to adopt a policy to encourage Supermarkets to collect these shopping trolleys in a timely manner and possibly come up with other solutions for their customers.

RECOMMENDATION

THAT Council:

1. Adopt the Impounding Policy (Shopping Trolleys);
2. Rescind the former Ashfield Council Shopping Trolley Policy; and
3. Receive and note the Impounding Protocol (Shopping Trolleys).

DISCUSSION
The Draft Impounding Policy has been placed on public exhibition and is now presented to council for endorsement.

The adoption of the Policy will provide Council’s Ranger Services with a framework to conduct pro-active education/enforcement programs that focuses on problem areas. A standard condition will be imposed on new Development Applications/major modification of Development Applications associated with shopping centres, supermarkets and major retail outlets (bottle shops, hardware etc) which use trolleys. The standard condition will require shopping centres, supermarkets and major retail outlets to provide a Shopping Trolley Management Plan.



FINANCIAL AND SERVICE IMPLICATIONS

Should enforcement action be taken by Council’s Ranger Services in accordance with the Policy, external contractors would be required to facilitate the physical collection of the trolleys. This has been quoted at $150.00 + GST per individual trolley collected, if large volumes and/or complexities are involved in the collection, then this will be discussed with the contractor and each required impounding will be quoted individually. This would require a budget increase to cover the costs of the impounding contractor; however any expenditure may be recuperated via impounding fees and charges.

    Council Officers report that Ashfield Mall and Coles have been positive and supportive of the community's need for better trolley collection. Coles are rolling out GPS trackers and have brought their trolley collection funtion inhouse which has seen significant improvements.

Checked out White's Creek Catchment in the rain with a few long time residents including an 82 year old who was born at the Private Hospital where the Leichhardt Bolo is and moved to where she lives now when she was 1. She has seen a few changes and people come and go.    Ferris Lane looked fabulous!    The new lintel in Ferris Street seemed to be working well - residents have worked with council to make this happen along with cleaning out nearby drains and gutters.   Evan Jones Playground had a tree down. And a few other trees need mulching.     Water was flowing out of the grate where Styles Street crosses White's Creek and different drivers approached the puddle. Len and Dilys Williams and the Hunter Baillie Presbyterian Church

The Rev. Leonard Mervyn Williams and his wife Dilys came to the Hunter Baillie in 1956. The church was in decline and the threat of falling masonry had made it impossible to obtain public liability insurance. (p39, Hunter Baillie ) Dilys conducted alternate services at Leichhardt and Hunter Baillie Presbyterian churches with her husband and was inducted, in 1969, as the first woman Elder in NSW. (p41, Hunter Baillie ). Ferguson Library Archivist mentioned in her talk at the church on 4 September 2010, that Dilys Williams in the 1930s had applied to the Presbyterian Church of Australia General Assembly to be Accepted as a candidate for the Ministry. Her application was "laid on the table" and was never dealt with. The stained glass window on the northern side of the church was restored in memory of the Williams' time at the church. May 2016 : Inner West Council was proclaimed on 12th day of May 2016 amalgamating Leichhardt, Marrickville and Ashfield Councils. Richard Pearson was appointed as the Administrator during initial period. Vanessa Chan (former GM Ashfield Council) was appointed Interim general manager and Peter Head (former GM Leichhardt Council) and Brian Barrett (former GM Marrickville Council) deputy general managers of the new council.
