Drainage and Flooding
"The design is required to achieve certification by a suitably qualified structural engineer.
Certification by a suitably qualified structural or geotechnical engineer will also be required to confirm the proposed works will not have any adverse impact on the stability of the adjacent sea wall during construction or operation.

"The concrete skate park will add approximately 600m2 of impervious surface to the site.
An existing 450 mm diameter pipe traverses through the south-western corner of the development area and connects to a twin 450 mm square grated surface inlet pit on the eastern side of Maliyawul Street.
This drainage line outlets to Parramatta River at the sea wall via a 450 mm diameter pipe crossing Maliyawul Street
It is recommended that flood signage is provided to caution against entry into the skate park when floodwaters are present.
Proposed site electrical services that are below the 100 year ARI foreshore flood level will require suitable waterproofing. "

1. Council find a more suitable location for the skate park in Leichhardt Park;
2. Council consult with the community about options for a new location for the skate park;
3. A new location for a skate park be assessed by way of a standard Development Application process to allow full community participation; and
4. Council readopted the Leichhardt Park Plan of Management without the Skate Park.

1. The Plan of Management for Leichhardt Park be readopted by Council with the requirement that the development assessment of the Skate Park is assessed to the same level as a Development Application. This assessment will require that the environmental assessment and public participation for the skate park assessment must be at least the same as the requirements for a Part 4 Development Application, therefore ensuring the community is consulted and able to make submissions. The location of the Skate Park should be retained in Leichhardt Park; and
2. The matter be reported back to Council after the assessment.

THAT Council adopt the Leichhardt Park Plan of Management as pursuant to Section 40 of the Local Government Act 1993 in accordance with 3.23(6) of the Crown Lands Management Act 2016.
